It is not at all good to take penalty like that on small kids they are little how will they understand manners like grownups? They are learning still and we have to remember that, yes none of us like a noisy and running around trouble but we can just not give attention to that, that’s all why do we need to charge a fine? Sometimes they also might be angry or annoyed or even be hungry and they are little so they can’t show their feelings that is also one reason of them getting angry, I also get hyper when I am hungry on a train long journey, if little kids would not do naughtiness then will grownups do?
